The army grew a soul and decided they didn't want to be gunning down random people who didn't agree with business types or the like. I've been told during the EZLN uprising the army wasn't up to commit genocide against the Mayas like the Guatemalan army did so both the PRI and the left elite decided to kill all their funding which is why we've not seen any major arms purchases from the Mexican army since the early 1990s. That seems accurate to me based on the purchase and funding trends we can track.
