However its certainly possible(even with current tech/materials) to build them on Luna or other moons. Doing so would actually be highly efficient and adventagous for resource extraction. As well as possibly serving as an orbital hub/drydock/shipyard for construction of interplanetary and interstellar ships n fleets.
Probably the best option for Earth would in fact be an free floating Orbital Ring((pic related)). One would perhaps still require active supports of some kind initially at least. So its possible some type of elevator system may be used in the early stages of construction. But likely only the early stages plus the damn thing just looks way cooler too.
