What you're seeing is line of sight with some perspective bullshit thrown in. The way to think of it is by holding out two fingers and bringing them in closer to you. Notice how just over that small distance they were able to hide heaps behind them? 2 finger high waves do the same repeatedly into the distance which is why when you get over them all the bases of the buildings are able to be seen again, sea level looks level, etc.
Check out webm related for that effect in action and pay particular notice to the horizon which bleeds downwards to the water and makes things disappear but clears right up as the drone gets higher.
