In EITHER case, they're better off HAND COUNTING PAPER BALLOTS. Which is how EVERYONE should do it. With _ONLY_ trusted people using a TRUSTED system of LOCKED BOXES and MULTIPLE SIGNATURES on each end of transport.
This way you can't just "find" a bunch of ballots...
