It occurs more in the USA because it has a higher amount of them, and concentrated. An individual nigger that moves to Europe probably will adapt to the customs and manners, but when you have thousands or millions of them living together that place will eventually become Africa.
Races are not equal, they adapted to radically different climates in hundreds of thousands of years. Their bodies are entirely different, it would be ridiculous to imply the brain, which is the most complex organ, would magically be the same for all of them. Races that adapted for cold (more harsh) environments, in this case Europeans and Asians, turned out smarter. Because struggle is the father of all things and precisely evolution does not escape this fact.
