Spanish families do tend to indulge their children more growing up, and they're probably just letting her have a safe haven until she's able to make it out more on her own, and until she finds a sufficiently solid and established eligible male to transfer her latching onto.
Ideally, she will be so indulged in being the needy one that she will bore of it and eventually be ready to produce children so that she can indulge their needy clinginess with no unmet needs and regrets.
You shouldn't judge so hard, based on your own Germanic cultural standards.
