In 1920 Marcus Garvey sent a UNIA delegation to Monrovia, which returned with the promise that the local government would facilitate agricultural, commercial and industrial enterprises. In his report, however, the head of the delegation, after insisting on Liberia's natural potential, denounced the country's elite in forceful terms and drew attention to the fact that Liberians from the United States maintain the natives in a regime of true slavery. But, in order not to deteriorate relations that seemed promising, Garvey decided to keep the document secret.
