Note America's peak in 1995, this was just before the severe advancement in drug technology, allowing suppression of the HIV virus. In 1999 America reached what I'll call it's "natural state of HIV" - the state at which HIV kills whilst under drugs. This has been slowly decreasing over time, whilst Russia's epidemic has been increasing. Russia reached America's peak natural state of HIV in 2010 and has been increasing ever since. According to this graph and assuming roughly exponential growth, Russia should reach America's peak HIV deaths somewhere around 2020.
Another thing, this isn't percentage. This is the deaths per 100k. Russia has already passed America in terms of percentage deaths.
