Their opinion was that the number 10 subconsciously signifies new beginnings, while contrarily the number 9 subconsciously signifies the end. People who have suggestible and poorly-thinking minds may see a product that uses the number 10 as being the first in a new era of versions of that product, and skipping the ninth version circumvents there being a version that those same people would see as an end to the supposed previous era.
So in other words, windows 9 may have been skipped to potentially avoid a low cost of market-shares.
