It's typically because of shortages in resources - they say a shortage of bread could be a death sentence for any kingdom, for example. Today, however, though shortages of food aren't as much of a problem, shortages of jobs and wealth are. The only way they could prevent people from taking back their jobs is to supply them with a replacement for their lost money. And even if there was established some kind of ubi, would people be willing to not work? I don't think so.
Programming can only go so far, especially if it affects people so directly.
