You boil the cabbage with some salt for 15 minutes or so, then make the sauce separately by melting butter, adding flour, some broth from the cabbage and a bit of milk which is left for about 5 minutes before adding the cabbage.
During the last part you add pepper, some salt if necessary and nutmeg.
