OP moderation is a great idea IMO and something I think would really help out the site as a whole. I'd also liked your idea for expanding what the 4chan pass would do.
I think your plans would work for a while but would need some tweaking after the user base gets their time in with it.
I played gmod for a while but never really got into it. I'm not much of a builder.
