It's clearly saying that if the earth rotates on its axis ever 24 hours, but every time it hits 12 the sun is at the apex of the sky. Shouldn't the position of the sun at noon change as we make our yearly rotation around the sun?
Some other Anon answered though, it's already accounted for in astrology and it doesn't matter elsewhere.
