Tie into the fact there is less emphasis on safety, and thats why there are so many fatality videos out of that country. Plenty of people die from getting hit by trains in the US (I know, I have family in the industry and hear about it all the time), but its mostly suicides and bums, with a smaller amount of people being inattentive/careless around grade crossings.
