I'm sure you know SOMEONE in your neighborhood who has some useful life skill like mentioned above. Just talk with them, ask if they'd be willing to tutor the younger generation how to handle themselves once a month. Most probably would agree if you assist with planning/location acquiring.
Getting people 12-25 to join up?
Put up posters/flyers around town adverting the new workshop. Put ads on sites like facebook, twitter, gab, helloneighbor, buy a cheap ad in the news paper.
Tons of ways to get people's attention now.
