for culture germany had bach who made one good song and wagner who was really good, but that's it, it's the only thing of not culture wise they did in all disciplines
then you speak of science, france invented the scientific method, the encyclopedia, chemistry, the bicycle and the car, as well as photography, cinema, synthetic dyes etc
England invented most of the early industrial revolution stuff, including most steam engine patents, they invented the Jet Engine, the Radar, and had newton
In italy it was full of great men too, volta, da vinci, the begining of the renaissance, galileo, the telescope, a ton of mechanisms
And then you have germany, who did what? The printing press and some better steel producing techniques
At least bavaria had culture until they got annexed
pic related has a very sad story behind it, the Prince of Bavaria was a peace loving man who wanted to make his country more beautiful by financing the arts, he decided to make this castle which is probably the most beautiful castle ever built, but it was also very expensive, and Bismark, yes that prussian guy, ployed to pretend to be his friend, and told him to keep asking the Bavarian parliament for more money, until the parliament snapped and kicked the bavarian king out, and Bizmark swooped in and conquered bavaria who was now kingless before they had the time to react or do anything at all
bavaria died from building that castle but at least they have something to show for it
