Collapse will most likely not be truly global, but there will be regional collapses at different times, that overpower the systems capacity for relief efforts.
The main problems are:

This structure alone enables housing for around 100 - 200 people (ideally the security force of the community) and space for shops/outlets of communal production distribution.
1000 people is about the minimum for a truly self sufficient parallel society to provide enough skills and workforce, including redundancies.
You can put around 200 people + trade shops in the main structure, which costs around 10 million to build, even when all the modules are just made from wood. The rest will need some kind of modular housing for max. 50k per unit, or perhaps tent based structures that are cheaper (and faster to construct).
Typically, the ones planning to set up such communities broadly underestimate the factor of construction time.
