People have surveyed men who've had their foreskin removed later in life: some report increased pleasure and some report less pleasure. "Ooo 80% is gone that means I feel 80% less" is crappy quasi-science
It seems to be the case that the earlier the procedure is done the higher the likelihood of success due to greater plasticity.
Also take note that many men are born with too tight of foreskin and the procedure will be necessary for them later in life.
