Nobody is claiming that chemo is a cure. It is a tool to shrink lumps in your system, to be followed up with surgery. Or it's used to shrink metasteses after surgery on the main lump.
Your horse drug is acting like chemotherapy for certain low grade lumps. You know what else does that on a much broader scale? Apricot kernels. Are either going to be a cure for cancer? Nope. But they'll take the edge off of the ones you are prone to if you are genetically unlucky enough to generate them.
