We call those people "Gypsies" or "Homeless" and yes, they make their living never paying for any place to stay, and are nomadic and they are always asking for money, and many times have some kind of "angle" or "schtick" they are doing like having a military ID and hanging it around their necks to pretend they are homeless vets although they are tons and tons of housing services for homeless vets including FREE housing. I know because I worked at one.
Anyhow, those people are not the be confused with "RVer's" , or "Boondockers", people who are retired, sold their homes and went on the road, for fun and adventure, but have a good retirement savings in the bank.
Those are some of the more popular names here in the USA.
