I think the US should declare an open war on Russia with the stated goal to systematically destroy and burn the entire place to the ground. I don't think this would lead to nuclear war because I don't believe Russia is actually capable of launching nuclear weapons, I think it's just bravado and show and that their true nuclear arsenal has been rusting away in underground bunkers untouched without maintenance for decades. After they are reduced to rubble by the overwhelming might of American missile barrages, their territory should be partitioned and all the Russians living in these partitioned territories should be forced to leave at gunpoint. I'd take all the Arctic islands as American/NATO military bases, give Karelia and Kola to Finland, Sakhalin island to Japan, Kaliningrad to the EU, big swathes of land in the south to Ukraine, and many other smaller border corrections as well.
Unfortunately this is controversial because the overwhelming majority of people don't care for international politics, and those that do have a very poor understanding of it.
