I guess my point is that, for whatever reason, rich people intentionally try to distance themselves from the poor as much as possible. This too is a form of containment, but instead of moving the poor it’s moving the rich.
Inheritance keeps the wealth where it was, so to speak. It’s unlikely that some rich guy dies and everything he owns goes to poor people. It probably happens once in a while, but mostly it just goes towards to his existing family members who were already rich to begin with. So wealth does tend to stay with the same demographic.
I think the Russian elites could have maintained their control if they showed some sign that they were willing to do something for the poor’s well being, even after the war. I think their failure stems from the fact that they left the poor largely to fend for themselves.
