In other words, NPCs are drones who act only on the basis of these 2 things: their internal programming (in videogames it's coding, in reality it's DNA) and their external stimuli. What they lack is consciousness, critical thinking, empathy, a "soul"; they don't have the tools necessary to see themselves in third person, create opposing points of view and confront them within their mind. Most NPCs even lack the capacity to hold inner speech and, whenever confronted with things or individuals irrelevant to their immediate interests, they will just stare blankly at a wall or something.
Now, I believe that every kind of living being can be an NPC. However, given the previous explaination, there are some categories that are EXCLUSIVELY made by NPCs:
