Imagine being a terrorist not starting out with a platform that can self replicate, stay in stealth and/or permeate a crowd undetected depending on conditions presented. Chemical weapons are so soooooo 20th century.
I mean if you want to take out a crowd of protestors sure, why not. A global happening? Unless your a first rate military power suddenly hellbent on commiting total war in the strategically second or third worse way imaginable, go for it.
