Can't you just re-export the normal map and handpaint it in photoshop or something to fix it?
Could also be that max is very weird about mikkt normals which substance exports. Supposedly they added support for it in the recent one but essentially, if it looks fine in substance, it will look fine in whatever program you're using that has support for mikkt.
