Rei is a clone and has a control on her emotions more than Asuka, however Asuka represents the Feminine fighting spirit (loud, rambunctious, emotional, etc) and despite the maturing she goes through in the show she still represents the female counter part. Asuka is partly the way she is due to Shinji's calm nature however in the presence of someone commanding a more masculine or mature self she turned into a normal girl. She just IS, and that's what Rei failed in. Rei is perfect in that she is a rational thinking calm partner, but Asuka is the natural feminine state and best represents it.
