Tartars were an actual Turkic tribe in western Eurasia, and because they were the tribe Europeans came into most contact with their name got generalised into the whole area. Kind of like how 'Asia' originally just referred to the bit of Anatolia opposite Greece, or 'Africa' was originally just the slice of North Africa opposite Italy. Europeans in those days, especially Western Europeans, had very little direct contact with the steppes, so their knowledge of the area tended to be very basic and often out of date, oversimplified, or just plain wrong.
I can't believe someone's constructed a whole fantasy history based on the misunderstanding of such a simple historical fact. Especially since it's something he could have cleared up on wikipedia in <5 minutes.
