either way, look how many people are migrating around the world, i can tell you for sure there are minimum wage jobs in bulgaria and the rent is not that high
it's up to the people themselves to be self sufficient, secondarily it's up to corporations to hire, 3rd is family to help, 4th their friends, and only after that should the state be possibly getting involved (and the state does always offer jobs too btw)
