If you were cut tightly the skin of your penis doesn't move at all, so lube can be necessary to avoid pain and injuries. Some guys are cut looser (less tissue was removed) so they still have a portion of the gliding action provided by their residual foreskin. It just depends.
There is no standard for how much tissue "should" be removed in a circumcision.
