It's a weird mod, street creepers will attack your base and when you defend yourself, the camera creepers will just lie and say the street creepers are peaceful and did nothing wrong in an attempt to trick the other players into becoming street creepers too.
You can hunt down the camera creepers though and it help reduce the number of street creepers.
I'm convinced that the only way to win this particular mod scenario is to kill ALL the camera creepers first.
The street creepers are powerless once the camera creepers are gone.
