>>14609752according to what i've read, yes. there's still a difference in some dialects but generally they sound the same and koreans even make spelling mistakes when they're involved. from what i've seen 에 is more common in loan words, like 케이크 and 애 more in korean words but it's not a hard and fast rule. 에 exists in native korean words. and konglish words like 햄버거 use 애 when the english sound was supposed to be "ae".
some frenchfag on duolingo posted a comment about how he'd heard someone tell him that one of those two was like their é and the other like è, but in general, everyone i've encountered at this point seems to assure students that they're the same and they shouldn't worry about it. if you have different e's in portuguese i can try to dig up the exact comment and see if it helps.
