A group of loosely affiliated nomads bound together by religion in a nominally Democratic theocracy, headed by a Caliph, who makes moral judgements on laws and has the hearts of the people, with a ruling council consisting of a member of each tribe who make laws, and a Khan who in theory controls the military of all the tribes and keeps the peace. Several cities along the coast, where the concentrated population center is, but still nomadic in the heartlands with sporadic tribal warfare making several inner satrapies hard to navigate. Many different nationalities can be found here for trading with the nomads for their rich furs as well as plentiful coal, iron and minority of other minerals that is extracted. Basically a powderbox of a country, religious nomads with guns and dynamite who were "civilized" by the laws of the city. Not to mention their hatred of foreign powers setting up mines, factories and more to refine the natural resources (may or may not involve enslavement of the locals) AND the fact that the different government factions are always jockeying for control... Yeah, this is one shithole country. They make beautiful rugs though, and I hear they have simply amazing horses.
