The reason Carter gets a pass is intention. She wasn't put on the show to show up the men and make them look like fools, she was put there so that it wouldn't be a homo sausage fest. This was a 2000s syndicated TV show. They needed a way to work busty women with lots of cleavage into the plot, and that's easier to do with a female character than an all male cast.
