The Frank character is far too unstable to ever be trusted as an enforcer and would have been whacked immediately, and I say this as a person who has had extended family loosely linked to mob activity in the 1970s and 1980s. Real fucking organized criminals of that era were quiet and reserved but could instantly commit to violence if needed, the flashier and more attention you got the quicker you would get arrested and a profile formed on you by the police.
