I think checkmarks are verified users and they can't get them, brand accounts are also ineligible (verified or not), I think some countries might be restricted and probably other sneaky tricks.

Especially when you consider Google automatically decided your account type for you when they were fucking around with Google+ integrations and other times they made their own changes to the site. So you'd have to abandon your channel for a new one in that case which is stupid if you have any data on there. Subscribers, subscriptions, favorites, videos, comments, etc.
