dark matter is to explain the way galaxies rotate as fast as they do
you can determine radial velocity through redshift
the redshifts that we observe in rotating galaxies are inconsistent with the amount of mass that can be directly seen
if the only mass that were there was normal matter, then the outer parts of galaxies would be moving much more slowly than they are. the more mass an object has, the more quickly you have to be moving to orbit a certain distance from it.
since the galaxies are spinning faster than they should be, we know there must be more mass in the galaxies than can be accounted for by directly visible matter.
