For women its obvious, women go mad, insane if their leash is too loose, they need constant control and supervision or they destroy your civilisation. For men, its because any man having and adulterous affair with a young dumb woman without the intention of marrying her is effectively stealing her away from her family and any potential husband, completely ruining her in the process.
