My main objective would be to exterminate Germans tribes and colonise central and eastern europe to prepare for the Huns and the Mongols invasion. The current Roman economical model would not suit the kind of empire I'm thinking of. More decentralisation should be achieved in order to do so. The plan is to get every province in the empire a capital like my New Rome. We will need to create local (corrupted) Senate just as in Rome to support the projects of my oligarchy. It would be a USA-like Federal Republic.
However to strengthen unity in this Federation, I would develop telegraph, roads, maybe radio or local high speakers where senator could deliver speeches. Also, inspired by the Austrian Cavalry, I would transform the Legion in a rapid response force, ready to be dispatched wherever it is needed in the empire if an insurrection or invasion occures. In time of peace it would be more like the Canadian Mounted Police though. I would invent stirrup which allows for more accuracy, thus mounted archer, maybe use a double curved bow like mongols.
