It's a top down shooter. You're basically judge dredd dealing with high end shit, like hostages, bombs, bank robberies, etc. You don't have to care about property damage or civilians (unless it's specifically a hostage situation). Go in, kill all the criminals if it's called for, leave. The last level is a crime bosses mansion, you bust in and straight up gun the fucker down.
