If you delete the board and give large bans for posting that content on another board most of the people who used to use that board would go away, most likely to 8 chan or make their own.
Making a contaminate board only increases the posters. For example look at what happened with /mlpol/ the board only existed for just under one day but hundreds of bits of new content were made for that board once it was deleted there was a flood of /pol/ threads on /mlp/, /mlp/ on /pol/ after many bans on each board /mlpol/ moved to /qa/ till they had to shut that board down as well. Now there is a new chan just for /mlpol/ and a place on 8 chan.
