This is a map of who he considers white, not necessarily Nordic (which applies mostly to Scandinavia). Also, the majority of Germany is blue.
And as far as France? I really don't know. Ask him. I think he thinks they are too mixed with Southern Euros/ North Africans. Who really knows?
