This is literally a clause in the Mexican constitution. I'm not even Mexican and even I know that. It's quite literally legal for indios in Mexico to form militias and force out laws they don't agree to. The dialogues between the Mexican feds and the indians at the end of the Zapatista conflict in the 90s validated this position within Mexican federal law.
