so even ideally, the institutions would still exist, even if the obvious invalids or nutcases were purged. you can even make it efficient enough not to be costly: an incredibly low IQ individual can still do really menial labor, like "stack bricks" or something, probably for a long time because it actually is remarkably cheap to house and feed people if you're trying to cut costs
