Here's a hint. They really, really don't want you to map out NPC programming.

It can be figured out. You can predict exactly how they will react to things. And you can find all of their bad programming. The bad programming input by our wonderful leaders. Herein lies the keys to salvation.

Build the model the npcs are based off of and you can finish this. You'll be able to accurately predict what they do. You'll be able to influence what they do. You'll be able to change what they do.
