He's just sort of a prick but he's obviously competent enough to rule the galaxy. Vader probably even moreso. The age of the Jedi was fraught with conflict and interventionalism. Played galaxy police, and in the end had nothing to show for it, not to mention being corrupt and dysfunctional to it's core. George Lucas did a horrible job of making them sympathetic, and accidentally wrote the perfect justification for the empire. I don't really see anything bad the Empire does besides, uh, war with the rebels I guess? They don't take slaves. They're not really shown to kill innocents. They're just a right wing authoritarian group, and that's supposed to be justification enough for us to hate them. They believe in human primacy, I guess? I mean so what, who gives a fuck about the aliens? The galaxy is even shown to immediately fall into political disarray without the presence of The Empire. What was it all for? Petty revenge for the passing of the demonstrably dysfunctional Jedi? The Empire brought peace, and it was ruined by the rebels.
