It is disappointing and an overreach of Papal authority but it was not an outlawing or declaration that old form with was invalid. As Archbishop Fisher nicely points out in the first part of his letter to his clergy granting continued permission to celebrate according the 1962, the diversity of Latin right is more than just Ordinary vs Extraordinary form.
