It makes sense since Christopher Nolan is basically English. Well, I think actually, I think it's basically presented and featured in such a way that it's trying to give insight to the Victorian era.
But there's multiple scenes where it's almost insinuating that Batman is pretty much Victorian or some shit, or at least, it switches between imagery like that pretty often. I feel like Christopher Nolan doesn't get focus on the darker aspects of Batman or captures them as well as say Tim Burton
