rightly or not n4 is considered the bar for being "conversational." if someone passes n4 the assumption is that so long as ur patient with them they can understand what ur saying and communicate whatever they need to in daily situations and work environments as well as decipher any sentence so long as it's not totally archaic and they have a dictionary on hand.
it seems that this is an optimistic viewpoint but for whatever reason it's the general consensus. the website makes it sound like this is n2 though which is also obv not true considering native speakers have to study to pass n1.
