one idea i saw early on: real werewolves activated on halloween
sounds crazy as hell, probably not accurate or going to happen, just a possibility
that being said, in the eaters of the dead novel these people were shown as pretty decently advanced, certainly intelligent, just cannibalistic and they liked to use an early form of psyops that coincides with the whole pop culture berserker phenomena, alongside shapeshifters
they didn't literally shape shift, they just wore the furs and whatnot to dress up like some sort of wolf man or bear man, make the enemy think they were some sort of dark and mystic force when they were just cannibalistic men. they were illusionists - masters of making things appear as something they are not, they could make the ordinary appear to the uninitiated as magic and they would be none the wiser.
