i guess i know what you mean, i've had that experience before and it's not preferable. the kind of game i was thinking of were the likes of dark souls where even though you level up with straight stat progression there's enough different options that being underleveled can potentially mean that you're a glass cannon with somewhat above average damage and very low durability. there's other games i just can't remember right now where being underleveled can mean having only one good option compared to more versatile but less individually powerful options
